* IPCC Report: poorest regions suffer most
The summary for policymakers of the second working group contributing to the fourth IPCC climate change report (2007) contains important conclusions and new findings over climate change, adaptation and vulnerability. Notwithstanding the efforts of China, Saudi Arabia and USA to soften some of the harsh findings included in the draft report, the final version of the summary for policymakers forecasts that the world poorest countries will suffer most from climate change, that water shortages will increase and that diseases will spread more easily.
* Commission decision on Hungary National Allocation Plan (EU ETS)
On 16 April 2007, the Commission released a decision on Hungary NAP requiring the Hungarian authorities to lower the carbon allowances proposal for the Emission Trading Scheme (ETS) by 12.4 percent. According to the NAP, Hungarian firms will be allowed to use carbon credits form JI and CDM projects with a maximum of 10 percent of the domestic amount. Hungary is the 16th EU country facing a cut in the allowance proposal by the Commission.

* Commission guidelines on the IPPC Directive
In April 2007, the Commission published the guidelines on the interpretation and implementation of the Integrated Pollution Prevention and Control Directive (IPPC) 96/61/EC. The guidance is the outcome of the Commission responses to frequently asked questions from stakeholders. This is not an official position of the Commission and thus it can not be used in legal proceedings.

* Green paper on market based instruments for environment and related policy purposes COM(2007)140
On 28 March 2007, the Commission published a green paper aiming at the fostering of the use of market based instruments in the EU. The paper is in line with the framework set by the new European energy and climate change agenda, in which market-based instruments and general fiscal policies should play a major role in order to achieve the set objectives. Additionally, the green paper considers the intensification of the usage of market-based instruments, both at the EU and the national level.

* New draft law on liability
On 4 April 2007, Nelly Olin, the French minister of environment presented a new French draft law on the transposition of the environmental liability Directive 2004/35/EC. The draft law received heavy critique from several French environmental organisations which considered it too industrial friendly.
