*Decision 280/2004/EC concerning a mechanism for monitoring Community greenhouse gas emissions and for implementing the Kyoto Protocol

The decision spells out how greenhouse gas emissions are to be monitored and reported.

*Decision 2004/209/EC on the allocation of quantities of controlled substances allowed for essential uses in the Community in 2004 pursuant to Regulation (EC) No 2037/2000 of the European Parliament and of the Council

*Decision 2004/210/EC setting up Scientific Committees in the field of consumer safety, public health and the environment

*Decision 2004/249/EC concerning a questionnaire for Member States reports on the implementation of Directive 2002/96/EC of the European Parliament and of the Council on waste electrical and electronic equipment (WEEE)

Dublin failed to identify polluted waters and nitrate vulnerable zones, and did not establish action and monitoring programmes required by the Council Directive 91/676/EEC of 12 December 1991 concerning the protection of waters against pollution caused by nitrates from agricultural sources.
